Data released by the Ministry of Finance yesterday (18th) showed that from January to August this year, the national general public budget expenditure was 18.15 trillion yuan, a year-on-year increase of 1.2%. Among the country’s main expenditure areas, investment-related expenditures are growing rapidly. Among them, social security and employment expenditures increased by 6.5%, and health expenditures increased by 9.2%.

Judging from the national general public budget expenditure data, in the first eight months of this year, our country continued to optimize the fiscal expenditure structure, focusing on people’s livelihood areas, bringing real convenience and benefits to the people.
This year, the central government has allocated more than 12 billion yuan in funds to provide consumption subsidies for elderly care services to the elderly who are moderately disabled or above across the country, benefiting nearly 2 million elderly people.

In Wuhan, Hubei, the local government raised 540 million yuan in consumption subsidy funds for elderly care services. The 86-year-old Luo Guifang is paralyzed in bed due to cerebral infarction. As the need for care increases, the family’s pension expenses have increased. Relying on the country’s people-benefiting policies, the elderly successfully applied for consumption subsidies for elderly care services, which significantly reduced the cost of home care.

At the same time, long-term care insurance, as the “sixth insurance” of social security, has been accelerated from pilot to nationwide to further improve the protection system for disabled groups. After professional evaluation, disabled elderly people can enjoy 50% to 70% of their nursing expenses reimbursement, effectively solving the problem of disabled family care.
In April this year, Hebei Province fully implemented the long-term care insurance system to provide accurate life insurance for the disabled. In Nanhe District, Xingtai City, Hebei Province, more than a thousand disabled elderly people have successfully enjoyed the special benefits of long-term care insurance.

Since the beginning of this year, local governments have insisted on doing their best and within their capabilities to accurately invest funds in weak areas of people’s livelihood. The funds go directly to the grassroots and continue to make up for the shortcomings of urban and rural public services.
In September this year, two newly built community-supported public kindergartens in Anqing City, Anhui Province were officially put into use, adding 370 high-quality preschool places and 50 childcare spaces.

A total of 3.5 million yuan of fiscal funds has been invested in this livelihood project. The park is equipped with teaching aids, recreational and living facilities, and is equipped with modern equipment such as high-definition surveillance and intelligent teaching all-in-one machines to provide children with a high-quality and safe education environment.

In view of the pain points of people in mountainous areas being far away from medical treatment and weak primary medical care, Guangyuan City, Sichuan Province has relied on special financial funds to continue to strengthen primary medical service capabilities. The local government has deployed and constructed 11 county medical and health sub-centers in 6 counties. The locations are on average more than 40 kilometers away from the county seat, accurately covering people in remote mountainous areas.
Currently, all medical and health sub-centers are equipped with CT, color ultrasound and other diagnostic and treatment equipment, allowing people in mountainous areas to enjoy high-quality and convenient diagnostic and treatment services at their doorsteps.
