At 10 a.m., a project joint meeting was taking place in the conference room on the second floor of the Xincheng District Government Service Center in Hohhot, Inner Mongolia. On one side of the long table sat the business backbones of Xincheng District’s human resources and social security, taxation, banking and other departments; on the other side was Du Xiaohui, a staff member of Xincheng District’s Administrative Approval Services and Data Management Bureau. On the desktop, project introductions, policy lists and other paper materials are lined up.
“Today we will go through the approval process of the large model data annotation project in the animal husbandry industry from beginning to end. Those who can be connected in parallel, those who can be pre-examined will be pre-examined to see how to compress the time to the shortest time.” Du Xiaohui got straight to the point.
The animal husbandry large model data annotation project is a key scientific and technological innovation industry project created by Inner Mongolia Wofu Network Technology Co., Ltd. As a small and medium-sized enterprise, the company aims at the smart breeding market and plans to build a complete intelligent data labeling technology system and build a labeling base in the new urban area to improve the identification quality and certification efficiency of livestock identity information. However, project approval involves multiple departments, and relevant policies are dynamically adjusted every year. According to the traditional service model, companies need to run separate departments and repeatedly revise application materials.
After understanding the enterprise’s desire to expedite the process and put it into operation as soon as possible, the Xincheng District Administrative Approval Services and Data Administration immediately launched the “project steward” service mechanism and assigned Du Xiaohui to serve as the exclusive steward of the project. Energy conservation review, application for corporate preferential policies, large model registration… In response to the difficulties and blocking points in the project approval process, each department answered questions one by one, discussed and optimized, and clarified the processing standards, committed processing time limits and exclusive docking channels for each link.
Du Xiaohui carefully recorded the opinions of all parties while sorting out the process nodes on the computer. More than an hour later, a project approval plan tailored for the enterprise was officially generated, with the procedures, flow charts, time nodes and other information clear at a glance.
“The materials are almost all delivered at once, and the speed is several times faster than expected!” After receiving the approval to start construction, Wang Hao, the relevant person in charge of Wofu Company, beamed, “We can focus more on improving the quality of the project.”
Hohhot City has launched an action plan to improve the quality of the business environment. Focusing on project approval assistance and agency services, it has established 12 project steward teams with a total of 36 people to build a “full-process agency, free service, convenient and efficient” government service model, hold cross-department joint meetings, and tailor approval portrait forms for enterprises to achieve full coverage of approval items throughout the project life cycle and greatly improve approval efficiency. Since the beginning of this year, the city has provided agency services for more than 120 projects, and responded to 50 agency projects in a timely manner through the 12345 hotline.
Independent research and development encounters technical stuck points
Connecting industry, academia and research, turning “blind search” into “accurate matching”
In Yinzhou District, Ningbo City, Zhejiang Province, at the production plant of Ningbo Tiangong Fluid Technology Co., Ltd., the automated assembly line operates in an orderly manner, and the metal bellows seals are formed and rolled off the production line after fine processes such as stamping and finishing. Cross-field development poses greater challenges to corporate R&D capabilities. Tiangong Fluid encountered technical stuck points when developing aerospace-grade turbine pump bellows seal components. “As a small and medium-sized enterprise, we have limited scientific research capabilities.” Wu Leibo, manager of the company’s technical department, recalled that the team visited many universities in the province to find suitable sealing laboratories, but due to various factors there was no progress, and independent research and development once stalled.
“Thanks to the Ningbo ‘Science and Technology Market’ scientific and technological achievements trading and transformation service platform, the urgent need of enterprises has been solved.” Wu Leibo said that after understanding the demands of enterprises, platform staff Liu Tao and others took the initiative to come to the company to connect the company, so that the enterprise can carry out joint research with the Extreme Sealing Laboratory of Zhejiang University Ningbo Institute of Technology.
In-depth linkage between industry, academia and research institutes to establish a long-term cooperation mechanism. This year, the major scientific and technological task research project jointly applied by both parties in Ningbo has been successfully approved. “What we have to do is to make up for the shortcomings of producer service industries such as scientific and technological services, turn ‘blind search’ into ‘precise allocation’, and connect industry, academia, research and application,” Liu Tao said.
Since 2023, Zhejiang has released a service action plan of “Together Benefiting Enterprises·Hello Small and Micro Enterprises” every year. Relying on provincial, city and county three-level small and medium-sized enterprise development promotion (service) centers and public service platforms, Zhejiang has established a public service team and carried out public welfare services on a regular basis. A total of more than 30,000 service personnel have been selected to assist enterprises, 27,000 public welfare service activities of various types have been organized, and more than 1.311 million enterprises have been served.
“Going overseas” lacks resource channels
Build a supply and demand docking platform and provide services throughout the entire process
In the new base production workshop of Chengdu Datongqiao Machinery Co., Ltd. in Xinjin Economic Development Zone, Chengdu City, Sichuan, workers worked intensively around precision equipment and heavy steel plates to rush to produce overseas orders from Algeria.
As a key enterprise in the regional rail transit industry chain, Datong Bridge is deeply engaged in the research and development and manufacturing of bridge bearings, intelligent shock-absorbing components and other products; the new base put into operation last year not only serves major infrastructure projects, but is also actively developing overseas markets.
Before the completion of the new base, the company faced development bottlenecks: although it was deeply involved in technology manufacturing, it lacked overseas industry information, international merchant resources, and cross-border docking channels.

The Xinjin District Economic and Information Technology Bureau, in conjunction with relevant departments, makes good use of major domestic and foreign exhibition platforms and economic and trade activities, builds a supply and demand docking platform, organizes companies to participate in international exhibitions in Vietnam, Uzbekistan and other places, and helps companies connect with key customers, partners, and expand international markets. Administrative approval, market supervision and other departments provide full-process services such as policy promotion and risk assessment before companies go overseas, review and approval, docking and coordination during “going overseas”, legal tracking, dispute mediation and other services after “going overseas”.
Relying on the “Rong Yi Jian·Political and Business Symposium”, a normalized government-enterprise communication platform, staff from relevant departments come to collect business demands every month, accurately identify market expansion bottlenecks, and organize multiple industrial chain supply and demand docking and domestic and overseas industry exchange and negotiation activities. At a special industrial chain supply and demand matchmaking meeting organized by the Xinjin Economic Development Zone, Datongqiao and Chengdu Xinzhu Transportation Technology Co., Ltd. integrated their technology, production capacity, and channel advantages to jointly bid for overseas infrastructure projects and successfully won overseas orders worth a total of 150 million yuan.
“Enterprises’ demands have shifted from relief to market expansion, and we should focus more on empowerment.” According to the relevant person in charge of the Chengdu Municipal Bureau of Economy and Information Technology, Chengdu has launched a precise docking model for key industrial chains: with one chain master enterprise as the lead, it accurately connects customers, supporting enterprises and service agencies; at the same time, tailor-made special supply and demand docking activities are organized around 13 key industrial chains such as artificial intelligence, intelligent connected cars, and biomedicine.
