The National Medical Insurance Administration has recently iteratively upgraded the medical insurance wallet to version 2.0. Since October 16 this year, all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps have been online. At this point, the cross-provincial sharing of funds from personal medical insurance accounts to close relatives has been fully implemented across the country.
Inter-provincial mutual aid of personal accounts means that the funds in employees’ personal medical insurance accounts are mutually shared for use by close relatives insured outside the province. Relying on the national unified medical insurance information platform, the contributors and the recipients establish mutual assistance relationships and automatically open personal medical insurance wallets. The contributors set the mutual aid quota for the recipients through the medical insurance wallet. When a person who is being assisted incurs expenses, he or she can use the mutual aid quota he or she has already obtained to pay for the expenses, so that the funds in the personal account of employee medical insurance can be used to help each other among close relatives insured across provinces. In short, the medical insurance wallet turns employees’ personal account funds into a “mutual aid quota” that can be transferred to family members across provinces, and can be directly used by family members for medical treatment, medicine purchase, and insurance payment.
What are the differences in the upgraded medical insurance wallet version 2.0?
The first is the optimization of service methods. The medical insurance wallet version 2.0 has expanded from the original online only supporting the national medical insurance service platform APP (application) to the Alipay applet, while retaining offline handling windows and other channels to handle inter-provincial mutual aid services. Insured people can not only complete operations such as binding and unbinding mutual aid relationships, setting and using quotas, and business inquiries online, but can also handle business at offline windows.
The second is the expansion of application scenarios. Previously, Fongjiduo was implemented by instantly calling the personal account of the bound person. Although version 1.0 of the medical insurance wallet has been put into use in many coordinating areas, the frequency of use and the amount of money are relatively small. The medical insurance wallet version 2.0 cancels the regional restrictions on the use of mutual aid funds by mutual aid recipients, and has expanded from the past intra-provincial use to support inter-provincial use, and expanded from medical purchase and drug purchase to urban and rural residents’ medical insurance and long-term care insurance participation and payment.
At present, the function of medical insurance wallet version 2.0 to pay personal insurance premiums for resident medical insurance and long-term care insurance has been applied in Tianjin, Jiangsu, Jiangxi, Hunan, Guangdong, Hainan, Yunnan and Xinjiang Production and Construction Corps, and is expected to be implemented in other regions in November. In addition, it is expected that before the end of this year, people who are insured will be able to use the medical insurance wallet when seeking medical treatment and purchasing medicines in provinces other than the insured provinces, including those in the provinces where they are insured.
According to regulations, mutual aid workers must be insured persons who normally participate in the basic medical insurance for employees. The person being assisted must be a member of the employee medical insurance or resident medical insurance in other provinces, and must be a close relative of the assisted person, including spouse, parents, children, brothers, sisters, grandparents, maternal grandparents, grandchildren, and grandchildren. Others cannot be the recipients of assistance. Medical insurance wallet version 2.0 has enhanced security control, strengthened functions such as identity verification, mutual aid relationship binding, and mutual aid quota management and control. It strictly limits mutual aid recipients to close relatives, and the quota cannot be shared again. At the same time, the standards for the settlement and clearing of inter-provincial medical insurance funds have been improved, and abnormal monitoring has been strengthened to ensure the safety of medical insurance funds.
Opening personal accounts to provide mutual aid across provinces and establishing mutual aid relationships are the basis for insured persons to use the medical insurance wallet version 2.0 function. According to the relevant person in charge of the National Medical Insurance Administration, to open a personal account for cross-provincial mutual aid, the online mutual aid person needs to apply and sign a personal commitment letter on the national medical insurance service platform APP or Alipay applet to complete the establishment of a mutual aid relationship with close relatives and the establishment of a mutual aid quota; offline, the mutual aid person needs to bring a valid identity document and sign the “Employee Medical Insurance Personal Account Family Mutual Aid Commitment Letter” on-site.
Some insured persons applied for inter-provincial mutual aid but were unsuccessful. In this regard, the person in charge said that two situations may cause the failure to establish a mutual aid relationship. First, the insurance status of the mutual aid employee’s medical insurance is abnormal, such as suspension or termination of insurance; second, the person being assisted does not participate in basic medical insurance (including employee medical insurance and resident medical insurance).
Some insured people are concerned about whether the quota of version 1.0 of the medical insurance wallet can be retained. The person in charge said that the unused mutual aid quota of version 1.0 of the medical insurance wallet is always intact and can still be used. Open the “Medical Insurance Wallet” in the National Medical Insurance Service Platform APP. The “Historical Amount” column displays the unused amount of the Medical Insurance Wallet version 1.0. In the future, this interface will be optimized to display “Medical Insurance Wallet Version 1.0 Quota”, “Medical Insurance Wallet Version 2.0 Quota” and “Medical Insurance Wallet Total Quota” respectively. Encourage insured people to give priority to using the balance of version 1.0 of the medical insurance wallet when seeking medical treatment and purchasing medicines for settlement.
