During this year’s National Day holiday, the cumulative cross-regional movement of people across society is expected to be 2.144 billion, with an average of 306 million people per day. Huge passenger flow has brought benefits to many cities and also placed higher demands on governance capabilities. How to make tourists have fun and feel at ease? How to balance tourist experience and residents’ quality of life?
To this end, many places draw on the experience accumulated during the “Super Weekend”. “Super weekend” means that the city uses the weekend as a window to integrate resources such as events, performances, scenic spots, and immersive experiences, which not only opens up new ways of leisure for the public, but also improves the sophistication of governance. During the National Day holiday, many places continued good practices and used specific measures to actively respond to the various challenges brought about by large passenger flows and deliver new answers to improve the quality and efficiency of urban governance.

At 6 o’clock in the evening, the lanterns of the Tang Dynasty’s Sleepless City in Xi’an, Shaanxi Province gradually lighted up. This 2.1-kilometer-long Tang-style street lights up more than 20,000 lights every night to welcome tourists from all over the world.
Not far away, on the big screen of the Datang Evernight City Security Headquarters of the Xi’an Municipal Public Security Bureau, a heat map of people flow jumped in real time – the direction of traffic flow, venue capacity, and diversion suggestions can all be displayed. Zhang Jianping, deputy captain of the Security, Stability Maintenance and Large-scale Event Management Brigade of the Xi’an Public Security Bureau’s Public Security Management Detachment, told reporters: “Our command platform integrates data from cultural and tourism, emergency, transportation and other departments to achieve rapid response to emergencies.”
During this year’s Mid-Autumn Festival and National Day holidays, the Big Wild Goose Pagoda and Datang Evernight City tourist attractions received a total of 3.9 million tourists, of which the single-day passenger flow reached 648,000 on October 3, and the peak instantaneous passenger flow reached 86,000 at 8:00 that night.
“Keeping an eye on people, controlling areas, watching objects, preventing incidents, and managing networks, these five aspects are the experiences we have summarized during the ‘Super Weekend’.” Mi Pan, leader of the Large Event Management Squadron of the Xi’an Public Security Bureau, said that the Xi’an Public Security Bureau is exploring a “three-level circle control model” – with Datang Evernight City as the center, and outwardly delineating core control areas, key control areas, and peripheral diversion areas. As the core management and control area, the Pedestrian Block of Datang Evernight City implements grid management and relies on rapid response stations, emergency platforms and police stations to be responsible for security, order maintenance and emergency response. Main roads and intersections are key management and control areas, and traffic diversion and traffic control are implemented. The outermost diversion area is controlled by the police on duty in sections according to instructions and road conditions, and patrol vehicles are arranged to strengthen main road patrols and traffic diversion.
In addition, when the instantaneous passenger flow in the block reaches 50,000, the “tidal channel” plan is immediately launched. The core control area uses movable isolation barriers to change the two-way footpath to one-way traffic, effectively avoiding hedging of crowds and ensuring tourists’ visiting experience.
“When there is a heavy flow of people, most of the police incidents are family members getting separated, missing belongings, and tourists getting sick suddenly and needing to be sent to the hospital.” Wang Wei, deputy captain of the security brigade of the Yanta Branch of the Xi’an Public Security Bureau, said, “During holidays, we set up duty stations every 50 meters in the block to allow tourists to have fun and feel safe.”
During the Mid-Autumn Festival and National Day holidays, the transportation department increased the number of bus routes around the scenic area. Relying on big data, the Xi’an Public Security Traffic Police researched and optimized the holiday traffic control mechanism of 850 signal lights and 8 sets of “slow in and fast out” plans for key scenic spots to further improve the traffic efficiency at intersections. The city coordinated the opening of 100 temporary parking areas, added 18,000 temporary parking spaces, and revitalized more than 88,000 parking spaces.
Many departments are twisted into a rope. “The biggest difficulty in cross-department collaboration is the lack of information and instructions.” A staff member who has participated in holiday security many times said frankly that in the past, the public security, urban management and order management, and cultural and tourism management activities were all in charge of their own stalls. When encountering a large passenger flow, it was easy to “disrupt the battle.” Today, Xi’an’s public security, cultural tourism, subway, bus, urban management, emergency and other departments have established a linkage mechanism to “fight” together. In Qujiang New District, where Datang Evernight City is located, urban management, public security, cultural tourism, market supervision and other units have carried out regular joint law enforcement inspections to focus on rectifying various illegal operations and disrupting public order in the neighborhood.
At 10 o’clock in the evening, Datang Evernight City was still crowded with people. “Although there are many people, there are staff to guide us all the way. The subway is opened extra times and buses are delayed. The whole city is providing help to tourists, which makes us feel warm.” said Ms. Li, a tourist from Guangzhou.
Yichang, Hubei——
Technology empowers large-scale events to run efficiently

On the evening of October 4, the “Magnificent Three Gorges” themed light and shadow show was staged in Yichang, Hubei Province, attracting many audiences. After the 15-minute performance, the audience left in batches in an orderly manner. “The number of people in the core viewing area alone reached 218,000. We deployed defenses in advance and provided effective guidance. The overall traffic operation was smooth and there was no long-term or large-scale congestion.” said Yin Xuefei, captain of the Intelligence Command Operations Brigade of the Traffic Police Detachment of the Yichang Municipal Public Security Bureau.
This calmness comes from Yichang’s urban governance capabilities accumulated during the “Super Weekend”, and its measures are to “think more and take one more step” to continuously improve the experience of tourists and citizens.
September 5th and 6th is a “super weekend” in Yichang. On the evening of September 5, a concert was held at the Yichang Olympic Sports Center Stadium, and a “Chu Super League” football match was held at the Yichang City Stadium. The two large-scale events overlapped with the opening season of surrounding universities, and the number of tourists and spectators exceeded 50,000 in a single day.
“This is the command center. The drone discovered that a large number of spectators were moving from Gate 2 to the South Square. Please send additional police force!” Only 3 minutes after the order was issued, the ground police force was in place and the audience left the venue in an orderly manner.
This is a three-dimensional intelligent dispatching system established in Yichang. “Using police drones and other equipment to accurately capture the flow of people and traffic in complex scenes at the first time, and transmitting the on-site images back to the command center, can help quickly identify the source of congestion and achieve precise command and efficient dispatch of road police situations,” said Yin Xuefei.
After the audience is divided, how to transport massive crowds to their destinations safely and efficiently?
Whenever there is a major event involving more than 5,000 people, Yichang traffic police will communicate with the public transportation group in advance and set up a joint logistics headquarters to maximize the advantages of public transportation. “Based on the venue layout and passenger flow characteristics of each event, we worked with the public transportation group to customize dedicated bus transfer lines for entry and exit, and planned driving routes and stops to ensure the shortest walking distance and minimum transit time from the venue to the pick-up and drop-off points, effectively improving travel efficiency.” Yin Xuefei said that through technological empowerment and refined dispatching methods, Yichang can basically achieve “crowd evacuation within one hour after the event ends.”
The efficient operation of large-scale events is inseparable from the continuous expansion of urban space.
At the intersection of Nanbo Road and Jinling Road in Xiaoting District, Yichang City, the lanes are straight and lined with green trees. Previously, many fences on primary and secondary arterial roads and around the factory area in Xiaoting District had been out of control for a long time, which not only affected the appearance of the city, but also posed safety risks. “I used to be careful when passing by this place. I was even more worried when it was windy or rainy, for fear that the fence would collapse and hurt people.” Citizen Zhou Hongrong said.
Starting from 2025, Yichang City will carry out special rectification of fences, demolishing various fences that have been “enclosed without construction, or fenced for a long time without demolition”, achieving the smooth flow of 13.8 kilometers of urban roads and the release of about 200,000 square meters of urban public space.
Revitalize idle public spaces in the city and promote the upgrading of the urban appearance and environment in the jurisdiction. Qingdao continues to improve public service facilities and enhance emergency support capabilities. By issuing traffic control and travel reminders in advance, optimizing bus and subway connection capacity, and setting up temporary diversion zones around event areas, we can minimize the impact of large-scale events on the daily travel and lives of surrounding residents. At the same time, relying on the grid management mechanism, street communities collect residents’ demands in a timely manner and coordinate to solve practical problems such as noise, parking, and garbage removal, so that citizens can share the fruits of urban development.
