Scenarios are specific situations of innovative applications of new technologies, new products, and new business formats. One end is connected to technology, the other end is connected to industry, one end is connected to R&D, and the other end is connected to the market. In large-scale mining areas, clean energy heavy trucks are weaving through; on the Yangtze River waterway, drone delivery “falls from the sky”; in the Beijing-Hangzhou Grand Canal, new energy ships sail on the zero-carbon waterway… Each of these concrete and vivid scenes has brought the technology and products “raised in the boudoir” to thousands of industries and to the vast world. Scenarios are accelerating to become an important carrier for releasing innovation vitality and activating new development momentum.
Release development potential and create competitive advantages by cultivating open scenarios
Our country has a very large market, a complete industrial system, and a huge population, which brings huge advantages in rich scenarios. Scenarios have become a key innovation resource. The Central Economic Work Conference held in December 2024 proposed to carry out large-scale application demonstration actions for new technologies, new products and new scenarios. In the “15th Five-Year Plan” outline, the word “scenario” appears 19 times, highlighting its importance. Facing a new round of technological revolution and industrial transformation, we must seize historical opportunities, revitalize and make good use of rich scenarios, and continuously transform the advantages of scenarios into development momentum.
New scenarios cultivate new productive forces and allow innovation to “break ground and become a forest”. New productivity is an advanced productivity state in which innovation plays a leading role. Its cultivation and growth cannot be separated from the nourishment of the “soil” of the scene. Judging from the practical history of previous industrial revolutions, it generally takes a long and tortuous process from the emergence of new technologies and new products to their large-scale application. Relying on scene cultivation and opening up, and effectively playing the government’s guiding role, the promotion and application process can be greatly shortened, and revolutionary technological breakthroughs and productivity improvements can be achieved. We use forward-looking scenario construction to guide the accumulation of innovative resources, so that new technologies and new products can be put into place and each can demonstrate its strengths. Practicing real-life experience in real scenarios will help old trees sprout new buds, new saplings grow into big trees, and improved seeds take the lead.
The new scenario unleashes the potential of domestic demand and makes the market vitality surge into a surge. At present, the external environment is complex and severe, and we must adhere to the strategic basis of expanding domestic demand. Scene cultivation and opening up are gradually becoming new supports to stimulate consumption vitality, drive effective investment, and smooth the economic cycle. Scenarios that integrate multiple new technologies, new business formats, and new models can better stimulate and satisfy people’s diversified and differentiated consumption needs, drive economic development with increased consumption, and make demand “alive”; it can stimulate the construction of various infrastructures, accelerate urban renewal and neighborhood renovation processes, and accelerate 5G networks, computing power centers, etc. The new infrastructure layout opens up new space for effective investment; it can draw new supply with new demand, allowing companies to see the market clearly, accurately understand demand, and produce in the right direction. At the same time, it creates new demand with new supply, brings new products and services through new scenarios, and allows both supply and demand to flow in both directions in the scenario, making the economic cycle smoother.
Scenario cultivation and openness are booming and there are many highlights
Relevant departments and localities have targeted effective needs and combined with development realities to actively explore and tap scenario resources, and a number of iconic application scenarios have been implemented at an accelerated pace.
The supply of scenes continues to grow. The scenario is a systematic “social pilot test” that is not only an “accelerator” for industrial upgrading, a “catalyst” for consumption expansion, and a “touchstone” for institutional reform, it is gradually penetrating into all aspects of the economy and society. In the production field, the scene is accelerating to spread to manufacturing, agriculture and other links. For example, a number of smart factories and unmanned workshops are being implemented at an accelerated pace, and industrial robots and workers work together to help the production process continue to be optimized. For another example, drones are widely used in plant protection, fertilization, lifting and other aspects, becoming a “new agricultural tool” in the fields. In the field of consumption, scenarios continue to open up new demand spaces. For example, the new cultural tourism scene allows tourists to change from “looking at the scenery” to “entering the scenery” by deeply integrating cultural elements into the tourism space. For example, new scenarios such as the Silver Technology Gym that integrates fun and interactive training, and the community entertainment center that provides courses and social activities for the elderly, allow the elderly to not only provide for themselves during their old age, but also have fun and enjoy themselves as they age.
Each scene exploration has its own characteristics. Based on actual conditions, various localities have gradually explored a number of replicable and popularizable paths in the process of mining scene resources and opening up scenes.
The first is to set up a platform for activities and apply it in practice. The centralized application of new technologies and new products in major events such as sports games and expos can not only accept actual combat testing, but also create a demonstration effect. For example, the opening ceremony of the 15th National Games adopted the main supply solution of “highly reliable mains power + new energy storage online” for the first time, opening up a new way to ensure power supply for large-scale events.
The second is full domain integration and collaborative verification. Opening up an area as a whole and allowing multiple advanced technologies and application forms to be integrated, verified, and operated collaboratively in the same space can not only reduce the verification cost of a single technology, but also create synergistic effects between technologies. For example, Luogang Park in Hefei, Anhui Province has allocated 12.7 square kilometers of land and a 3-kilometer airport runway to allow unmanned buses, unmanned logistics, and air transportation to be cross-verified and operated collaboratively in the same park, promoting the implementation of a number of new technologies, new products, and new scenarios.
The third is the traction of events and the tempering of competition. By holding large-scale events and competing on the same field to force technological breakthroughs, it can not only accelerate product iteration and upgrading, but also drive industry development and growth. For example, Beijing held the Humanoid Robot Games, and through “competition to promote production”, it accelerated the leapfrog of robot technology from basic movement capabilities to practical applications, and evolved from “being able to run and jump” to “being able to work and solve problems.”
Promote scene cultivation, openness, deepening and practicality, and achieving results after implementation
The “small incision” of the scene is connected to the “big article” of development. In November 2025, the General Office of the State Council issued the “Implementation Opinions on Accelerating Scenario Cultivation and Opening to Promote Large-scale Application of New Scenarios” and systematically deployed a roadmap for scene cultivation and opening. During the “15th Five-Year Plan” period, it is necessary to develop the “rich ore” of the scene and set up a broad “stage” for innovation, so that new kinetic energy can burst out and rush forward in the cultivation and opening of the scene.
Open the “door to entry” and enrich the supply of high-quality scenes. The scene is cultivated and open, and supply is the prerequisite. It is necessary to strengthen scene cultivation and open coordination at the national level. Plan to launch a number of super scenes in key areas with strong leadership and wide-ranging traction to promote the ecological opening of industry scenes. Organize and implement landmark major application scenario projects in batches, support the construction of a number of comprehensive major scenarios, integrated scenarios in industry fields, and high-value small-cut scenarios, and promote the cultivation and large-scale application of new scenarios in a point-by-point manner. Select a group of cities to carry out scenario cultivation and open comprehensive pilots, systematically promote scenario work, and explore replicable and popularizable experiences across the country. Promote cross-domain and cross-regional collaboration, pay attention to the differentiation of scene characteristics, cultivate and expand large-scale applications of new scenes according to local conditions, and prevent rushing into and duplicating construction.
Build a “bridge of supply and demand” to promote efficient docking of scene resources. To cultivate and open the scene is not to create a closed and isolated “showcase”, but to actively attract all kinds of subjects to participate in the construction of the scene. Government agencies, institutions, and state-owned enterprises must strengthen demonstration and leadership. State-owned enterprises, especially central enterprises, must take the initiative to open up scenarios in their main business fields and attract the participation of private enterprises, small and medium-sized enterprises, and scientific research institutes. It is necessary to establish a market-based allocation mechanism for scene resources, promote equal access to scene opportunities and optimize the allocation of scene resources, allow all types of entities to participate fairly in scene cultivation and openness, and maximize the effectiveness of scene resources.
Make good use of the “magic weapon of reform” and coordinately promote institutional innovation. Scenario cultivation and opening up not only require the promotion of “hard construction” such as infrastructure and platforms, but also “soft innovation” such as regulations, systems, and policies. It is necessary to strengthen departmental coordination, improve regulatory mechanisms, explore due diligence and exemptions, pilot a batch of new systems and new rules, continue to improve the adaptability of market rules, standard systems, regulatory means, policy systems and the development of new business formats and fields, clarify the boundaries of responsibilities of all parties, improve safety standards, explore access rules in real applications, and turn “no rules to follow” into “rules to follow.” It is necessary to coordinately promote the reform of access, scenarios, and factors, break down departmental and industry barriers in a controllable environment, optimize the market access environment, and improve the efficiency of resource allocation. It is necessary to strengthen the protection of technology, data, talents, funds and other elements, improve the rights confirmation and transaction rules of new elements such as data, deep sea and underground space, fully release the potential value of new elements, and cultivate a good innovation ecology.
