Understanding Typhoons and Urban Flooding: A Public-Safety Field Guide
A typhoon is a tropical cyclone that forms over warm ocean waters in the western Pacific. Meteorologists classify these storms by sustained wind speed: a tropical depression begins at 38 km/h, escalates to a typhoon at 118 km/h, and a "super typhoon" once winds exceed 217 km/h. What makes a typhoon dangerous is not only wind, but the enormous volume of rain it drags inland — a single storm can dump more than 500 millimeters of precipitation in 24 hours.
Why Cities Flood
Modern cities are built on surfaces that refuse to absorb water. Concrete, asphalt and rooftops convert rain into immediate runoff. When a typhoon's rainband outpaces the capacity of storm sewers, water rises faster than gravity can drain it. Underground parking garages, subway entrances, low-lying intersections and basement-level apartments become the first points of failure. Flash flooding can reach knee depth in under ten minutes.
Before a Typhoon Arrives
- Monitor official meteorological bulletins and heeding color-coded warnings (blue, yellow, orange, red).
- Stock three days' worth of water, non-perishable food, flashlights, a first-aid kit and a fully charged mobile phone.
- Secure window shutters, clear outdoor furniture, and confirm that drains and gutters are unblocked.
- Know the location of the nearest designated emergency shelter.
During the Storm
- Stay indoors. Avoid windows and external walls.
- Do not drive through water greater than 15 centimeters — that depth can sweep a car off its path.
- If water is rising indoors, move to an upper floor immediately and switch off electricity at the main breaker.
After the Storm
- Assume floodwater is contaminated with sewage, chemicals and debris. Do not drink tap water until authorities declare it safe.
- Photograph damage before cleaning up, for insurance purposes.
- Watch for downed power lines and swollen rivers, which remain hazardous long after winds subside.
