Why Desert Cities Are Targeting Water: The Secret Weakness of Gulf Desalination
During the 2026 war on Iran, missiles have damaged seawater desalination plants in Kuwait and Bahrain. It is a new and alarming pattern: in a region where drinking water is manufactured at a few coastal factories, damaging water infrastructure can starve an entire city within days.

With almost no permanent rivers and limited groundwater, countries including Kuwait, Bahrain, Qatar, Saudi Arabia and the United Arab Emirates cannot simply draw water from the land. Instead, they boil and filter seawater. The result is a system that works extraordinarily well in peace — and that has a single, glaring weakness in war.

Desalination is energy-hungry and costly, but it has made possible the explosive growth of the Gulf's largest cities. Kuwait City, Dubai, Riyadh and Doha rely on these facilities for the vast majority of their drinking water. The problem is concentration. More than 400 plants sit within a relatively narrow coastal zone, many of them in the open, and all of them reachable by the missiles and drones that have become routine weapons of modern regional conflict.
That geography is what makes the weapon so effective. Disrupting an oil refinery causes economic pain and higher fuel prices around the world. Disrupting a desalination plant causes something more immediate: people run out of water. Analysts who had long warned about this vulnerability now see it played out in real time. Iran struck Kuwait's combined power-and-water facility in April, damaged a plant in Bahrain, and exchanged blows over its own desalination facilities at Qeshm Island in the Strait of Hormuz.
The damage so far has been containable, but the precedent is what worries experts. Co-locating power and water was an engineering efficiency — one plant produces both electricity and drinking water from seawater. In conflict, that efficiency becomes a vulnerability: a single hit can darken a neighbourhood and dry its taps simultaneously. Even minor damage triggers rationing, expensive repairs and widespread anxiety across the Gulf states.
There is also a strategic pressure that extends beyond the battlefield. The Gulf states have so far tried to stay out of the fight, limiting their role to defence and diplomacy. A direct threat to their water supply could push them toward more active involvement, whether by opening military bases, joining strikes, or providing financial support. In an arid region already stressed by climate change and population growth, the deliberate targeting of water infrastructure carries risks that reach far beyond battlefield casualties.
The message is not new in history, but it is new in kind. For much of the Gulf's history, wars avoided civilian water systems. In the 21st century, the foundations of modern urban life — energy, food, and now water — have all become reachable. Wars are still won on the battlefield, but they are increasingly decided by who controls, or destroys, the essentials of survival.
