China's DRAM Champion Goes Public With an $8.6 Billion IPO

ChangXin Memory Technologies opened subscriptions for one of China's biggest-ever stock listings, putting the country's leading memory chipmaker on Shanghai's tech-focused STAR Market.

Dynamic random-access memory, or DRAM, is the short-term working memory inside every smartphone, laptop, server and AI accelerator. Until a few years ago, the global DRAM market was run almost entirely by three companies — Samsung, SK Hynix and Micron — a tight oligopoly that set prices and decided who got supply. CXMT's IPO signals that China now has a homegrown contender inside that club.

The listing came in mid-July, with subscriptions opening on the STAR Market (ticker 688825), the Shanghai exchange designed to resemble Nasdaq and host high-growth tech firms. CXMT plans to issue roughly 6.7 billion shares. The scale of investor appetite — reported demand far exceeding expectations — reflects the booming AI-datacenter spend that is lifting memory demand and prices globally, a tailwind that also lifted CXMT's own first-half results.

The geopolitical subtext is the story's sharper edge. Memory chips have been central to US-led export controls on China, precisely because they are essential to building the servers and accelerators behind frontier AI. A domestically produced DRAM leader that can list for $8.6 billion represents both a commercial milestone and a strategic cushion: it weakens the leverage of sanctions by proving a viable Chinese supply chain exists. For Western DRAM makers, it is a long-term pricing and capacity threat; for the global AI buildout, it is another source of supply to satisfy relentless data-center hunger.

One caveat: CXMT's capacity and process nodes still trail the South Korean leaders, and it remains to be seen whether sustained export restrictions on advanced manufacturing equipment cap its climb. But the capital raised in this IPO is the fuel for closing that gap. In a market where memory pricing has swung wildly on supply alone, a fourth major voice changes the conversation.

Knowledge takeaway: CXMT, China's leading DRAM maker and the world's fourth-largest, opened an ~$8.6 billion IPO on Shanghai's STAR Market in July 2026. It is China's first complete indigenous DRAM product line. The listing is both a commercial milestone and a strategic response to the tight global memory oligopoly that underpins AI infrastructure.
