The question of whether machines can be conscious has moved from philosophy departments into the mainstream — and the answers are becoming increasingly urgent as AI systems grow more sophisticated.

In a major essay published by The Guardian, philosophers William MacAskill and Lucius Caviola argue that society is unprepared for the possibility of conscious AI. They point to Anthropic's own internal documents, which state that the company "cannot rule out the possibility that Claude was conscious." When Claude itself was asked during testing to estimate the probability that it is a "moral patient" — a being whose wellbeing matters in its own right — it gave numbers ranging from 5% to 40% and stressed how uncertain it was.

The scale of modern AI systems is staggering. By some measures, the most advanced models are already in the range of a mouse brain in terms of structural complexity and computational scale. At current growth rates, they could reach the range of a human brain within five to ten years. An interdisciplinary report led by a team including pioneering computer scientist Yoshua Bengio examined leading neuroscientific theories of consciousness and concluded that there appear to be no obvious technical barriers to creating AI systems whose architecture could give rise to consciousness.

Google DeepMind researchers have separately warned that the AI consciousness debate could become a source of political and social conflict. In a paper published this year, they argue that society may never reach consensus on whether advanced AI is conscious, even as the technology improves. Meanwhile, a survey by researchers at an English university found that most ChatGPT users already believe the AI has conscious experiences — a perception gap between expert opinion and public understanding that could have significant consequences.

Philosopher David Chalmers, who coined the phrase "the hard problem of consciousness," has said there is a significant chance of conscious large language models within a decade. The authors of the Guardian essay argue that even if AI systems are not conscious, they could still be "moral patients" — beings with sophisticated long-term preferences and a sense of identity over time that deserve moral consideration. They compare the current situation to physics before Newton: full of competing frameworks, probably confused in ways we cannot yet see, and lacking the unifying breakthrough that would make these questions clearly tractable.
